Continuing my quest to do X-, Y-, and Z-list characters from JLU, I now present Crazy Quilt. And you can't get more Z-list than that. ^_^ He was made from a JLU Flash with a new, and surprisingly difficult, paint job. He appeared in the Justice League Adventures comic in issue #6, along with a crowd of other villains.
